Include and Exclude are two sides of the same coin. A filter in the Include section adds results to your report. A filter in the Exclude section removes them.

You only need a filter in one section, not both. If you exclude everyone with a bad address, your report is left with only the constituents who have good addresses. There's no need to add a matching Include filter for everyone without a bad address, because Exclude has already handled it.
